Causation is not mere succession of cause and effect. Mere antecedence is insufficient to explain the production of effects. It should be a necessary antecedence. The necessary antecedence should not be merely positive but both positive and negative. Two things cannot be said to be causally related unless there is the positive negative relation between them such that the presence of the cause means the presence of the effect. Each effect has only one cause. The confusion leading to acknowledge plurality of causes is on account of our defective analysis. Plurality disappears when by analysis we delimit the zone of effect. The swelling of river caused by rain is different from that caused by partial embankment.

A cultivator is in almost perpetual need of credit both for product ion and consumption. Traditionally his needs were met by the landlord-trader –moneylender complex involving usurious interest rates and other exploitative practices. Official cognizance of his needs goes back to 1793, when the system oftaccavi loans was introduced providing loans at low rates of interest for agricultural improvements, mainly for the digging of wells. During the rule of Lord Mayo 1869-1872), the Land Improvement Act, 1871 was passed. It was amended in 1876 and replaced in 1883 when a more omprehensive legislation was enacted, namely the Land Improvement Loans Act, ‘to consolidate and amend the law relating to loans of money by the Government for agriculture improvements’ which included construction of wells, tanks and other works; preparation of land for irrigation, permanent improvement of land for agricultural purpose and renewal or reconstruction of any of these works. Loans were to be granted on the basis of security of land. Where the amount of loan did not exceed three-fourths of the value of the applicants’ transferable interest in the land after improvements had been made. The rules in most states provided for an interest at the rate of 6.25 per cent per annum. Loans were to be repayable in instalments which could be extended over a period of 35 years depending upon the durability of the work or the purpose for which loan was advanced. Further the Agriculturists’ Loans act was passed in 1884 to provide for the advance of loans to the owners for the agricultural activities.
